Is this a consistent "network error" or intermittent? If consistent, then my (limited) experience is to re-read (perhaps yet again). Articles like
https://support.zenoss.com/hc/en-us/articles/115003138386-Configuring-Windows-Server-for-Monitoring-via-WinRM . I generally find it is to do with configuration on the Windows targets, rather than the configuration in Zenoss (though some things obviously have to match).
