Getting "network error" for most Windows Devices

We are running Zenoss 6.2.1 Community with about 100 windows devices. We are seeing "network error" message in zenpython for about 70% of our devices. Everything is running on AWS, so networking shouldn't be an issue. Our Zenoss server doesn't have any memory or CPU issues. Here is a sample message:

2020-03-19 18:22:43,952 WARNING zen.MicrosoftWindows: network error on HOSTNAME.local: timeout

We have the latest Windows (2.9.4) and PythonCollector (1.11.0) ZenPacks installed.

Any ideas on how to troubleshoot this?

Thanks in advance,

Is this a consistent "network error" or intermittent?  If consistent, then my (limited) experience is to re-read (perhaps yet again).  Articles like https://support.zenoss.com/hc/en-us/articles/115003138386-Configuring-Windows-Server-for-Monitoring-via-WinRM  . I generally find it is to do with configuration on the Windows targets, rather than the configuration in Zenoss (though some things obviously have to match).

Cheers,
Jane
