You might have a look at my Juniper ZenPack here -
https://github.com/jcurry/ZenPacks.ZenSystems.Juniper/tree/4.2 . It was designed for Zenoss 4.x but may get close to what you want.

Have restarted the service after installing the zenpack through CLI .
But failed to see the same in the ZENPACKS list in the UI

Installed the ZENPACK with (.man) extension and its working, as egg zenpacs are not working for Zenoss core 5.3
