Robert,
With only 2x vCPUs, performance is going to be "iffy" during startup as dozens of services compete for processor time. Once you're running, you may be able to free up some additional headroom by disabling unused collector services (i.e., if you're not sending traps and syslog messages, turn off zentrap and zensyslog).
If possible, I would recommend bumping up the hardware on the VM since you're currently pretty far from the minimums. You might be able to "get away with it," but you may end up spending more of your time fighting the ship instead of captaining it.
