Hi Jim
I have seen this behavior when there were no compute resources (delegate) assigned to the pool where the service was assigned too.
So check first which resource pool has cpu cores and memory assigned to it and then check if a service (i.e. hbase, mariadb etc.) which does not start has pool assigned which has cpu cores and memory resources.
