These are SNMP TRAPs that actually originate at the device - switchx in your example below. Your sample actually shows that the link down trap has been cleared by another event so you probably have a matching Cleared-severity event (which may currently not show in your Event Console as Clear severity events are filtered out be default. You will also need to set the status filter to show closed events to see the clear-sev events.)
I suspect you really do have a "flapping" interface.
If you explore further down the event details, can you see which interface this is (I note that the component field is not filled in). Some devices when issuing link up/down traps, provide the interface as an OID in trap details - it would at least give you something more detailed to look at on the box.
