I have noticed that even though I have set zSNMPCollectionInterval to 60s, the process components only have data points at 3 minutes. I have looked at zenprocess in debug mode and confirmed that it is only sending data every 3 minutes. Is there a way to change this

Yes.
In Zenoss 5, Advanced->Control Center->localhost
Edit the details there.
