Can someone explain how adding new roles works in Zenoss Core 5?

We have seen https://support.zenoss.com/hc/en-us/articles/203048705-How-To-Add-a-New-Role-with-New-Permissions and we are trying to figure out all the terminology.

We have https://zenoss5.myserver/ set up to run Zenoss Core 5. The support doc says that I need to navigate to http://yourzenossserver:8080/zport/manage

Unfortunately when I go to http://zenoss5.myserver:8080/zport/manage , I get

This page cant be displayed

• Make sure the web address http://zenoss5.myserver:8080 is correct.
• Look for the page with your search engine.
• Refresh the page in a few minutes.

If I just try http://zenoss5.myserver:8080 by itself I get the same error.

I have not seen anything in the documentation yet about this.
