Is there a way to do this I have heard that this was only possible on the enterprise edition but I wanted to double check.

In general granular permsisions are an enterprise feature, however there is a community ZenPack that may do what you want: http://wiki.zenoss.org/ZenPack:User_Roles_(beta).
If this doesn't work, and you must have granular permissions, please reach out to sales.
