If an event is generated, it will change the status of the device unless you transform/drop the event. http://wiki.zenoss.org/Drop_Events_with_Transforms
I think that what you're asking for though is a way to delay being notified If so use "count" in your trigger.http://wiki.zenoss.org/Notify_Me_of_Important_Events
