Looking into zenoss for monitoring, but I'm wondering if it can be used for simple management as well. Can I use zenoss to push config changes to Cisco IOS network devices (switches)

I would suggest using RANCID, Chef, or Puppet for this, and integrating those with Zenoss. Zenoss has a web API, and command notifications that can take action via a CMDB to update or change things based on events, and keep the internal device count up to date.
