I'd suggest updating to 4.2.5 with the latest ZUP. There are 18 defects which contain similar text which have been closed since 4.2.4. I'd also suggest updating your windows 2.0 ZP, and python collector if you're using it to the latest version as well.

I saw the Windows ZP in several bugs referencing that error. If you're not running it then your cause may be different. My advice to upgrade to 4.2.5+ZUPs remains the same.
