hello all.
I need an event "device X.X.X.X is UP!" to be generated after device gets UP after DOWN condition. How can I enable this feature

That's called a "Clear" event and if you set your view selection in the Event Console to include Clear events you'll see them. Status=Cleared and Severity=Clear
