How can I set up an alert in Zenoss to monitor when a certain percentage/number of IPs are taken in my DHCP scope

You don't mention what DHCP service you are using so we can only guess. But one way to do it would just have your existing method of monitoring this send zenevents when the condition is met.

I apologize, I am new to Zenoss and currently we are not monitoring DHCP. I guess that is the basic question: Where can I find "How-to" steps on how to set up monitoring on DHCP. We manage DHCP through microsoft mmc snap-in. Any direction you can point me in

You are going to have to look through WinRM and see if the DHCP server metrics are exposed. If they are then a graph will help.
