Device Issues Portlet No records found

After added device into Device Class, login by admin ID, still cannot see device in Device Issues portlet.
Tried to check by http://servername:8080/zport/dmd/ZenEventManager/getDeviceIssuesJSON , no device returned, only saw column name
{"data": [], "columns": ["Device", "Events"]}

Anyone can advise how to check
