zenplugin was a very old utility with early Zenoss implementations - not a ZenPack, just a utility. It looks like it is no longer shipped with Zenoss 5 (indeed, it doesn't seem to be part of my Zenoss 4.2.5 system either). It was simply a wrapper script that effectively ran ssh commands to the selected target.
I suggest that, instead of putting devices in /Server/Cmd, put them in /Server/SSH/Linux/ (you can move devices from one class to another simply by dragging them on the GUI). I would suggest that you then remodel any such devices. This will use ssh modeler plugins to get configuration information and will use the Device (/Server/SSH/Linux) performance templates to gather regular performance data.
These SSH plugins and templates are part of ZenPacks.zenoss.LinuxMonitor which is generally installed as standard with a 5.x Zenoss installation.
You will need SSH communications setup between your Zenoss server and your target systems, but it sounds like you are on top of that anyway
