I am looking for some clarification regarding using a Zenoss Core 5 remote collector versus adding a new resource pool host on a server remotely.

I need to deploy Zenoss Core 5 device collection services on a remote server to monitor devices in that network and report to the master.

With the new Zenoss Core 5 architecture, I suspect I can build a remote server with resource host specs and deploy collection services to that host so it reports back to the master host. Is a remote collector ZenPack needed with Zenoss Core 5

With pre-Zenoss Core 5 versions, a remote collector required a ZenPack to manage communications, I believe it also stored performance data on the remote server. By chance if there happened to be a network issue, how does the resource host manage data (store and forward)

Is there documentation available which outlines what specific Zenoss Core 5 services are required for device collections

Unfortunately your out of luck. Even thought it seems a natural thing to include due to docker, Zenoss has released Core 5 with no capability to add additional collectors (Even 'local' ones).

Are there plans to add additional collectors in Core 5 in the future

If I cannot have a collector what are my options for adding a resource host I see instructions as to how to build the host but I do not see examples related to what services I can deploy to a resource host. Please provide some insight on this feature.

You can deploy extra resource hosts but out of the box you only have 1 set of collector services without the ability to increase the number of instances.

There is a hack I worked out to increase the number of service instances but it hasn't had much testing. See the link below
