Where do I install operating system dependencies for zenpacks?

We are using Zenoss 6.2 community edition in a testing environment to verify it will work for production and would like to use Oracle Database (Community) ZenPack to monitor Cracle databases. It is my understanding this zenpack needs sqlplus on the OS.  Is there a way to install the oracle client which includes sqlplus on or otherwise make it accessible to the docker image that runs Zenoss?  Where do I install operating system dependencies for zenpacks?

My advice is to add it to a ZenPack. This way it will survive upgrades. Any commits to containers usually get wiped during upgrades.
