I am trying to setup a trigger that only works if another device is up. We have multiple devices at a site that we can get an alert on, but we only want to receive that alert if that site is up. So if the site goes down, we only get the notification that the site is down, but not the notifications of all the other devices at that site. Is this possible

Triggers are only relevant for the "current" event. I would suggest that you need to do some work on events, rather than triggers, to detect the exact situation you want. Part of that might then involve generating a "Site Down" event which you can then use as part of a trigger to generate your Notification.

You can use a transform to change the summary or message of the IP down event for that device to say 'Site Down' or something instead. You can also include in the sametransform a line that will drop all events from specific devices, device classes, etc., so that you only get notification of the site down.
