In my opinion, Zenoss can replace most monitoring systems. The down side is, Zenoss may not do exactly what other monitoring systems do Out of the Box. There may be development work that is needed. But it has the framework in place for you do do pretty much anything.

As far as your question goes, I am not sure what Optim DSM provides, but you can compare what it does, to the DB2 ZenPack
