Hello,
I keep getting a 'Container not committed.' error when running:
serviced service run zope zenpack-manager install ZenPacks.zenoss.ZenossVirtualHostMonitor-2.4.0-py2.7.egg
Can anyone point me in the right direction, please

What version of Zenoss 5 are you on The zenpack-manager command was not in 5.0.x; it was intoduced with 5.1.

With the eagle eyes of John Landells (on the IRC forum), he points out that your Zenoss is the latest at 5.1.8 but your Control Center is old at 1.1.3. I believe they shipped CC 1.1.9 with Zenoss 5.1.8.
This might be a red herring but I think worth updating your Control Center.

I upgraded to CC 1.1.9 but am still getting the error. I tried copying and pasting error, but it says Itriggeredthe spam filter so I sent report that I'm being blocked. The last line on error is:
AttributeError: 'ZenPack' object has no attribute '_of_'
Command returned non-zero exit code 3. Container not committed.

That is a problem with the ZenPack itself. Perhaps you could paste the output to pastebin or some similar site

That looks like you already have a half-installed both DellMonitor and ZenossVirtualHostMonitor ZenPack.
What does:
serviced service run zope zenpack list
give you Are there any broken zenpacks If so, I would try and remove them - may or may not work.
I would also get the Zenoss toolbox tools and run those - they have a good chance of fixing broken ZenPacks.https://support.zenoss.com/hc/en-us/articles/203117595-How-To-Install-And-Use-the-zenoss-toolbox
