Hi! Zenoss 3 is getting pretty old. I'd recommend starting by upgrading to 4.2.5 http://wiki.zenoss.org/Upgrading_Zenoss. This will most likely fix your issue, and resolve about 10,000 other bugs we have fixed since 3.2.1.

If you want to directly attempt to troubleshoot the issue, I'd suggest looking at $ZENHOME/log/Z2.log, navigating to the Infrastructure page, and looking for an error in the logfile.
